As part of the University of Kentucky Community College System, Elizabethtown Community College opened its doors in 1964 to 355 students from 12 countries in central Kentucky. With the passage of House Bill 1 in 1997, the Kentucky General Assembly created the Kentucky Community and Technical College System (KCTCS), and legislative authority for Elizabethtown Community College transferred to the KCTC system. In addition, this legislation transferred authority of neighboring Elizabethtown Technical College, under the auspices of the Workforce Development Cabinet, to the KCTCS system.
In 2004 Elizabethtown Community College and Elizabethtown Technical College consolidated institutions as the Elizabethtown Community and Technical College, one of 16 colleges within the KCTCS. Elizabethtown Community and Technical College is a comprehensive, open-access community and technical college that prepares people to live and work in a constantly changing world. In addition to serving students from Hardin County, the colleges service area spans 12 counties including: Breckinridge, Bullitt, Green, Grayson, Hart, LaRue, Marion, Meade, Nelson, Taylor, and Washington counties—all located in central Kentucky.
ECTC offers instruction at off-campus sites located at Fort Knox, Bardstown, Brandenburg, Clarkson, Greensburg, Hardinsburg, Leitchfield, and Radcliff. ECTC is an open admissions institution with an enrollment of approximately 5,000 students. Each year, the college graduates approximately 500 students, who have received degree, diploma, and/or certificate credentials. The average age of the ECTC student body is 26.7 years. In 2007 full-time students constituted 44 percent of the college’s enrollment; part-time students, 56 percent. In 2007 female students constituted 60 percent of the college’s enrollment; males, 40 percent.

Elizabethtown Community and Technical College is a participant in the Online Distance Learning Consortia Program among the Colleges of the Kentucky Community and Technical College System (KCTCS). Students have the opportunity to earn a minimum of 50 percent of the total credit hours from delivering colleges within KCTCS for the following degrees: AA, AS and AAS Business Administration (several embedded options)
Effective January 2009, ECTC will be the lead college in delivery of the Business Administration AAS degree which will be delivered via KCTCS On-line. The College notified the Commission in June of 2008 of this intent and was informed that a substantive change was not required.
